Sacramento Predator Who Raped Stranded Foreign College Student Sentenced to 25 Years to Life

A Sacramento man with a violent criminal history has been sentenced to 25 years to life in prison for raping a college student from Europe who became stranded downtown in the early morning hours with no working phone and nowhere to turn. Kevin Davis was sentenced June 29, 2026 by the Honorable Ernest Sawtelle after a jury convicted him of forcible rape on May 12, 2026. As a licensed California Private Investigator with over 25 years of experience and 10 years as a Sacramento police officer, I’m breaking down how this predator targeted a vulnerable traveler — and how the case ended in one of the toughest sentences the law allows.

The Sentence: 25 Years to Life

Davis, prosecuted under case number 24FE019288 by Deputy District Attorney Brandon Jack of the Adult Sexual Assault Prosecution Unit, was convicted on a single count of forcible rape. The jury also found true allegations that Davis had two prior strike convictions for assault with a firearm, along with aggravating factors involving a vulnerable victim and a prior prison term. Those findings, combined under California’s Three Strikes Law, drove the 25-to-life sentence handed down by Judge Sawtelle.

The Attack: A Stranded Traveler, a Missed Taxi, and a Predator Who Saw an Opening

According to the Sacramento County District Attorney’s Office, the victim had traveled from Europe to attend college in the United States. On November 2, 2023, she was making a solo return trip from a conference, relying on Greyhound and Amtrak to get home. At around 2:00 a.m., she was dropped off at the Greyhound station on Richards Boulevard, intending to walk to the Amtrak station on I Street to catch a connecting train.

She had no working cellphone and no familiarity with Sacramento. She made her way to a nearby gas station and asked a clerk to call her a taxi — but the ride never arrived. That’s when Davis approached and offered her a ride to the Amtrak station. She accepted and got into his car.

Instead of taking her to the train station, Davis drove the victim to a secluded area near the river and locked her inside his vehicle. He claimed to have guns and threatened to sexually assault her if she didn’t comply with his demands. Davis then forced her to perform sexual acts before raping her, according to the DA’s office.

From an investigator’s standpoint, this is a pattern I’ve seen play out in Sacramento for decades — a stranded traveler, a dead phone, no local knowledge, and an offender who knows exactly how to exploit that gap. A missed ride or a dead battery shouldn’t be the difference between getting home safely and becoming a victim, but predators count on exactly that kind of vulnerability.

A Documented History of Violence

The two prior strike convictions for assault with a firearm found true by the jury point to a history of violence well before this attack. Davis will now serve his sentence in California state prison, with parole eligibility not arising until decades from now given the structure of the 25-to-life term.
